I Hate Breakcore

Does anyone know how to create that almost granulizing effect they use a lot on vocal tracks in breakcore etc? when it seems to cut up and stretch the audio and speed up and slow down?
for example at the beginning of "handthrow" by venetian snares

Sometimes it works to, if you really fragment it heavily
