Find songs you like and want to sample, then use Audacity to cut out the particular part of said songs to be sampled, then export it to .wav. Congratulations, you've just made your own sample loop type thing!

a breakcore sample pack would consist of an amen and a gabberkick. that's 2 samples and basically breakcore consists of nothing else. there you go, lad.
