i'm using audacity to chop and ableton to rearrange beats, works pretty good for me...audacity is for free and you can download a shareware version of ableton on their website and try it

It depends of what do you want to do... Ableton is definitely good for live, for tracks I recommend Logic for the good sound quality and but you need a mac...
