A bit late in the thread, but here I am.
First, mexico is not south american. Latin american countries have different countries, specially if you compare Mexico (strong native americans, spanish and north american influence), Venezuela (native, spanish and african influences) and Brazil (portuguese, african, italian, spanish and no native influence)
buuut, several latin american artists in *core in the world
cardopusher e pachuko (ven)
original hamster and don augusto (chi)
tuareg geeks, onirismo automata, dj daesfunka (mex)
tale twist, okiru crew, temp crew, reverse tunes, retrigger (bra)
if you are looking for people mixing latin american culture and breakcore, then its quite harder to find!
I do some samba/core in my new record. I reckon don augusto makes some interesting mixes too, but not so core, altho he has released in cock rock disco, too.

in brasil, we dont have much of native american influences in our culture, right? We have lots of baths, eat mandioca and use some of their words, but not much more.
in mexico, native influence over the whole culture is way more prevalent. the same in bolivia and venezuela.
We do have a lot of african influence and mexico doesnt have any.

My bro Seppuku does this sometimes, but he plays a million things with breakcore. There's a fest in Colombia he played called Bogotraxx, I think, and they had a bunch of hard dnb/breakcore/industrial/everything stuff there. There's a big Mexican breakcore/experimental electronics scene, but that's not South America.

sorry, kind of a late submission to the suggestion box but you should check out Rio Balle Funk. It's not breakcore but it's pretty sweet. It's ghetto booty bass or something from Brazil. It's just crazyness pounded out on an MPC using brazillian music for samples. I like it but I'm sure it's not for everyone.
