I usually make a sequence a basic beat, and then if it needs to be more frantic chop stuff up within it - I use FL, so it's fairly easy to chop up, say, an 8th note into a 128th note roll and then mess around with pitches and stuff. These sort of details make all the difference. Also, 49 out of 50 beats one makes are pretty mediocre. Mostly, you just mess around until you get something that sounds good, and then exploit it for all it's worth.
