Cloudy film in betta tank...
I had that years ago with my betta that were kept in unheated unfiltered tanks. I would changed their water every week. sometimes in a few days when the house was cold especially there would be a film on the water. I have not had that since I started keeping them in heated tanks with filters that move the water. You need to do a full water change. It will not hurt your fish.
It's protein film from Lack of water movement.
one reason why water movement is beneficial even in betta tanks is because it prevents the formation of a protein film on the surface of the water. You may notice this in your tank, or more obviously, on stagnant ponds or lakes. With time, it can become thick and crusty. This film significantly inhibits gaseous exchange between the water and the air.
